I think where I would start is do a google search for tutorials on photo restoration - I know I have seen some in the past - I use photoshop CS2 now but did a little on a couple photos with PS7 Harvey

PSP does work pretty good to restore and fix photos...go to Corel for tutorials, there are some good ones there.. I got a book in front of me..Photo Restoration and Retouching UsingCorel Paint Shop...

I used CS3 Terrie. Made a beginners mistake though, change res. to 72 and made larger. Not as good and I did not save the original (duh) and was too lazy to do all that again.
